Costa Rica unions reject approval of public employment law – Brenza Latin

With two votes in favor and two votes in favor in the two analyzes approved this Thursday, the trade unionists hope that through their work they can add five more legislators and revoke the legislative proposal’s approval in the final vote. Its approval would require 38 positive votes.

Albino Vargas, general secretary of the National Association of Public and Private Employees (ANEP), told reporters that “that approval was made through forceps (first discussion), but there are plenty of days between the second discussion.”

Similarly, Dennis Solas, general secretary of the Association of Intermediate Education Teachers (ABSE), said there were only four representatives against the plan at the beginning of the debate on that initiative in the legislature (parliament), but the fight of those unions was able to increase that number.

On the other hand, within an hour of its approval, 15 delegates signed the Constitutional Advisory Bill (IV) on the Public Employment Bill, which the text considers to be in violation of articles of the Constitution.

For 15 signatories, the legal initiative violates the independence of powers, the autonomy of companies and human rights.

The plan, approved and promoted by the government as part of an agreement to borrow $ 1,778 million from the International Monetary Fund, is being rejected by political parties, trade unions and social groups, with the country estimating that external debt will increase and that there will be inequality.

The signatures of the consultation guarantee that many of the articles of the bill violate different constitutional provisions, including Articles 9, 154 and 156 of the Constitution on the independence of the judiciary and various international human rights treaties.

The promoters of the consultation also claim that there were irregularities in this practice, especially when they violated the right to amendment by declaring that they could not allow reconsideration movements during the discussion.

For their part, representatives of the political, trade union and community groups protested against the bill, which should be declared unconstitutional by Chamber IV.
